Seneca man facing indecent assault charges

A Seneca man is facing felony aggravated indecent assault charges after he allegedly made inappropriate contact with a young girl over the course of five years.

A criminal complaint filed through district judge Patrick Lowrey’s office said Jennifer Bovee, a corporal with Franklin state police, interviewed the girl on Feb. 20 concerning the incidents.

The girl related that between the ages of 7 to 12, she had been sexually abused by Edmund Proper, 59, during the evening hours and into the middle of the night in her bedroom that she shared with her sister, the complaint said.

The girl said Proper would come and get into bed with her and awaken her by making inappropriate sexual contact, the complaint said. The incidents started in 2007, the complaint said.

The girl said her sister was never awakened by the conduct and the room was always dark, the complaint said.

Proper threatened the girl by stating that he would hurt her sister and her animals if she ever told anyone about the sexual conduct, the complaint said.

Proper has been charged with felony counts of aggravated indecent assault of a child, aggravated indecent assault of a child – complainant less than 13 years old, aggravated indecent assault of a child – complainant less than 16 years old and indecent assault of a person less than 13 years of age, in addition to a misdemeanor count of corruption of minors.

He was arraigned Wednesday before Lowrey and placed in the Venango County jail on $25,000 bail.

A preliminary hearing in the case is tentatively scheduled for July 5 in Central Court.
