A $4.7 million resurfacing project on nearly 6 miles of Route 428 in Oil City, Cornplanter and Oakland townships, and Sugarcreek Borough is scheduled to start April 11, weather permitting. Construction is expected to be completed by fall.
The project will include paving of 5.79 miles of Route 428 (Halyday Run Road) from Route 8 in Oil City to Cherrytree Road in Oakland Township.
Work will also include drainage upgrades, guiderail updates and construction of two geosynthetic reinforced soil (GRS) retaining walls.
During the remainder of construction, a minimum of one lane of traffic will be maintained using flaggers. Drivers should be alert for traffic pattern shifts and lane restrictions.
The contractor is IA Construction Corp. of Franklin. The contract cost is $4,746,777.77, which is to be paid with 80% federal funds and 20% state funds.
This year PennDOT’s Northwest Region expects to do work on more than 100 projects.

Public comment period
The project will include resurfacing East State Road from Route 257 to Hill City Road (Route 2015).
Additional work will include the replacement of a deteriorated metal pipe culvert that is located on East State Road between the intersections of Horsecreek Road and Hill City Road (Route 2015). The pipe will be replaced with a concrete pipe and the roadway will be reconstructed in that area.
A portion of East State Road is expected to be closed for approximately two days during the replacement of the pipe culvert.
An 8.6-mile detour will be posted using Hill City Road, Mapleshade Road (Route 2004), Route 322 and Route 257.
Work is expected to occur during the 2023 construction season. It will be part of a contract that also includes paving on Deep Hollow Road (Route 3025) from Route 322 to Bredinsburg Road (Route 2006) and Rockland Cranberry Road (Route 2013) from East Sandy Creek Bridge to Route 322.
The public comment period for the East State Road Project, which will be held online only, includes a handout and an online comment form. It will be open until April 11 and can be accessed by visiting the PennDOT District 1 website, www.penndot.pa.gov/District1.
