Oil City woman faces drug charges

An Oil City woman is facing drug charges and charges of endangering the welfare of a child.

Franklin state police said in a criminal complaint that at about 9:30 a.m. Thursday, they went to the Route 157 residence of Carrie Lynn Rice, 37, to assist Pennsylvania state parole agents.

Upon arrival at the scene, the complaint said, Rice’s parole agent told police he had discovered Rice’s 14-year-old daughter laying in bed with her and had observed a plate with “suspected loose marijuana and a blunt laying in between both parties.”

Rice was detained and a search was conducted of the residence that revealed smoking pipes, a plastic water bottle bong, a blunt and other drug paraphernalia, according to the complaint.

The 14-year-old juvenile claimed possession of the drugs and paraphernalia, while Rice claimed to have no knowledge of them, the complaint said.

Rice was taken into custody and charged with one misdemeanor count of endangering welfare of children-parent/guardian/other commits offense, two misdemeanor counts each of marijuana-small amount personal use and seven misdemeanor counts each of use/possession of drug paraphernalia.

She was arraigned Thursday before District Judge Matthew Kirtland, and her preliminary hearing is scheduled at 1:30 p.m. Nov. 9 in Venango County Central Court before Kirtland.

Rice is in Venango County jail, unable to post bail.
