Oil City woman charged with assault of family members

An Oil City woman is facing charges after being accused of getting into an altercation with relatives and then resisting arrest and assaulting police.

At about 5:30 p.m. on Aug. 27, Stacy Winger, 50, assaulted her sister and niece when they came to her mother’s house in Oil City to deliver food, Oil City police said in a criminal complaint.

Winger and her mother were on the porch of the residence when Winger became “verbally aggressive” toward a neighbor in accusing the neighbor of stealing her mother’s rake, the complaint said.

When her sister told Winger that the rake in question belonged to the neighbor, Winger became more aggressive, the complaint said.

Winger’s niece stepped in and told Winger she didn’t like the way she was talking, the complaint said.

In response, Winger threw a pair of hedge clippers at her niece, nearly striking her, the complaint said.

As the altercation continued, Winger lunged at her sister and stepped on her foot, the complaint said.

She also grabbed her niece and started to punch her, but her niece defended herself, the complaint said.

Winger later tried to strangle her niece, but her niece pushed her and she fell to the ground, the complaint said.

At that point, Winger’s sister and niece were able to escape and call police, the complaint said.

After police interviewed Winger’s sister and niece, they went to find Winger, who had left the scene before police arrived, the complaint said.

Police found Winger in her vehicle on Colbert Avenue and attempted to take her into custody, the complaint said.

Winger refused to get out of her vehicle and police had to remove her from it, the complaint said.

She continued to vigorously resist efforts by police and “struggled with officers for an extended period of time” before police were able to handcuff her, the complaint said.

Winger continued to thrash around and resist the three Oil City police officers who were attempting to place her in the back of a patrol vehicle, the complaint said.

The officers eventually got Winger into the back of a patrol vehicle, but as they were going to shut the doors, Winger threw herself at one of the officers and got out of the back of the patrol vehicle, the complaint said.

The officers then called state police for backup, and an Oil City police officer who heard their call also came to assist, the complaint said.

When the fourth Oil City police officer arrived, all the officers again got Winger into the back of a patrol vehicle while she continued to resist, kicking two of the officers, the complaint said.

At the Oil City police station, a state trooper assisted Oil City police in getting Winger into the station while she “resisted and would not walk dragging her feet making it very difficult to get her in the station,” the complaint said.

At the police station, a paramedic from the Oil City Fire Department evaluated Winger for injuries she might have suffered during the altercation, the complaint said.

Winger has been charged with two felony counts of aggravated assault- attempts to cause or causes serious bodily injury to designated individuals, two felony counts of escape and a felony count of strangulation as well as two misdemeanor counts of resist arrest/other law enforcement, two misdemeanor counts of simple assault, two misdemeanor counts of harassment, a misdemeanor count of disorderly conduct engage in fighting and a summary count of harassment.

She was arraigned Wednesday before District Judge Andrew Fish.

Her preliminary hearing is scheduled at 1:30 p.m. Oct. 12 before District Judge Matthew Kirtland.
