An Oil City man is facing drug charges in two separate cases.
Oil City police said in a criminal complaint that while officers were on patrol at about 12:30 p.m. Saturday, they located David Kapellusch, 42, in the area of Crawford Street and took him into custody on active warrants.
When police searched a bag Kapellusch was carrying, they found baggies containing a white substance believed to be fentanyl and a bag corner with suspected marijuana in it, as well as two glass smoking pipes, the complaint said.
Franklin police said in a separate complaint that in February 2021, Franklin police and Attorney General Drug Task Force agents used a confidential informant to make “at least one controlled drug transaction” during which time agents observed Kapellusch selling an undisclosed amount of heroin to the informant for an undisclosed amount of money.
Charges have been filed against Kapellusch in both cases, and they include felony counts of manufacture, delivery, or possession with intent to manufacture or deliver, a felony count of criminal use of a communication facility, two misdemeanor counts of possession of a controlled substance and use/possession of drug paraphernalia and a misdemeanor count of possession of marijuana.
Kapellusch was arraigned Saturday and placed in the Venango County jail after being unable to post bail. His preliminary hearings in the two cases are scheduled for Wednesday in Central Court.
