OC man accused of sexually assaulting girl, 14

An Oil City man is facing charges for allegedly sexually assaulting a 14-year-old girl in March.

A criminal complaint filed through District Judge Andrew Fish’s office said that on April 17, a man came to the Oil City Police Department to report that his 14-year-old daughter had been given drugs and alcohol.

The man provided a printed-out screenshot taken from a phone indicating that Keith Morgan, 48, had provided the girl with marijuana and alcohol, the complaint said.

On April 29, police interviewed the girl, who said she was at Morgan’s residence sometime in March, the complaint said.

The girl said she and Morgan were smoking marijuana and drinking alcohol, the complaint said.

The girl said she slept in Morgan’s bed that night, and he performed sexual acts on her, the complaint said.

Venango County Children and Youth Services interviewed the girl on July 11, and she also provided information that Morgan had sent her inappropriate text messages and photos prior to the incident, the complaint said.

Morgan is facing felony counts of statutory sexual assault – 11 years or older and aggravated indecent assault – complainant less than 16. He is also facing misdemeanor counts of corruption of minors and sell/furnish liquor to a minor.

He was arraigned before District Judge Matthew Kirtland and placed in the Venango County jail on $75,000 bail.

A preliminary hearing is tentatively set for Wednesday in Central Court.
