A Oil City man and woman are facing child endangerment and drug charges after suspected drugs were found to be accessible to their children in a vehicle and residence.
Franklin state police said in a criminal complaint they were contacted Feb. 28 by a state parole agent who had made an unannounced visit to a residence in the 1400 block of Rouseville Road and had found Breianna Hartzell, 21, and Shamel Walls, 26, unconscious in a van outside the residence.
Hartzell and Walls didn’t regain consciousness until after the parole officer pounded on the vehicle window and tried to open the door, and an underage child was also in the vehicle, according to the complaint.
When the officer had Walls exit the vehicle, what appeared to be a bundle of stamp bags of heroin was found on the vehicle’s center console, the complaint said.
Police also found a pen used to inhale the drugs, empty stamp bags and a marijuana “roach” in the vehicle, the complaint said.
Hartzell and Walls were both charged with three felony counts each of endangering the welfare of children — parent or guardian commits offense, as well as misdemeanor counts of possession of a controlled substance and use-possession of drug paraphernalia.
Hartzell waived her preliminary hearing in the case last week in Venango County Central Court, and Wells’ preliminary hearing is scheduled Wednesday.
