O.C. man facing charges after domestic dispute

An Oil City man is facing charges after he allegedly strangled his girlfriend and shoved his daughter at their Hoffman Avenue residence Saturday night.

A criminal complaint filed through district judge Patrick Lowrey’s office said that around 10 p.m. Saturday, Oil City police were sent to a Hoffman Avenue home for a report of an active domestic dispute.

Upon arrival, police spoke with a woman who said her significant other, 49-year-old Steven Spence, was heavily intoxicated and was engaged in a verbal argument with her, the complaint said.

The woman told police Spence had grabbed her by the throat, and he later shoved his daughter to the ground and yelled at his son, the complaint said. The woman said she then left the house to de-escalate the situation, and Spence locked her out of the home, the complaint said.

The woman said she smashed a window to get back inside to protect her children, according to the complaint.

Spence then unlocked the door and fled the home, the woman said, after she told him the police were coming, the complaint said.

Spence is facing a felony count of strangulation, a misdemeanor count of endangering the welfare of children, two counts of simple assault and two counts of disorderly conduct. He is also facing two summary counts of harassment.

He was arraigned before Lowrey and placed in the Venango County jail on $50,000 bail.

A preliminary hearing is tentatively scheduled for Wednesday in Central Court.
