Clarence E. “Ned” Lockhart, born on August 7, 1934, in Oil City, is celebrated for his dedication to family, country, and community. Married to Sally Jones Lockhart for 67 years, they raised four children, though they tragically lost two to cancer. A proud Navy veteran, Ned ran Lockhart’s Pennzoil for over 40 years and was known for supporting local sports and helping others. His living children, Susan Simpson and Steven Lockhart, along with his deceased children, Karen Mohnkern and Michael Lockhart, honor his hard work, humility, and kindness.
