A Franklin man is facing almost a dozen felony charges for alleged, repeated sexual assaults of his young daughter in the late 1990s and early 2000s.
Franklin state police said the now 22-year-old daughter of Donald Boyd Phillips, 50, said Phillips sexually abused her from age three to five when the family lived at three separate locations.
One of those locations was above the Community Services of Venango County office in Oil City, according to a criminal complaint filed by police.
The complaint said that during one of those encounters, the woman confronted Phillips with the sexual abuse “and he would only apologize for being physically abusive, but denied the sexual allegations.”
Police said that during an interview in January with Phillips, he initially said he would be willing to attend sex offender classes “if he had to.” He then gave police “outlandish” explanations as to why his daughter would make the allegations against him, the complaint said.
Phillips later admitted the instances had “possibly” occurred while he was drunk, and he told officers that his marriage had gone “wacky,” which often left him alone to care for the children, the complaint said.
The complaint said that when police left the interview room to give Phillips time to remember further incidents, “Phillips covered his face with his hand and appeared emotional … (he) then stated aloud, ‘sorry.'”
The complaint said Phillips denied further specific allegations with the stance that he “doesn’t believe in that.”
Phillips is charged with 10 felony counts of involuntary deviate sexual intercourse, one felony count of aggravated indecent assault without consent, 11 misdemeanor counts of indecent assault of a person less than 13 and one misdemeanor count of corruption of minors.
He was arraigned Wednesday before district judge Andrew Fish, and bail was set at $50,000.
A preliminary hearing is scheduled March 18 in Venango County Central Court.
