A Franklin man is facing charges after he was accused of fleeing from police and resisting arrest.
On June 30 at 1:30 p.m., Franklin police responded to reports of a man sleeping and unresponsive on the sidewalk at the intersection of Buffalo and Seventh streets, according to a criminal complaint filed by Franklin police through District Judge Matthew Kirtland’s office.
On the sidewalk police found Steven Marshall, 27, and after several attempts were able to awaken him, the complaint said.
Marshall also told police he was waiting for a woman to pick him up, the complaint said.
When Marshall and police heard over the police radio that there were no records associated with the name Mark Willer, Marshall then fled from police, the complaint said.
As Marshall fled and the officers chased him, he dropped all his belongings, which the officers later retrieved, the complaint said.
Officers lost sight of him and went to interview the woman who was supposed to pick up Marshall, the complaint said.
Police also interviewed Marshall’s mother, who identified him as Steven Marshall, the complaint said.
Two pills and drug paraphernalia were found among Marshall’s belongings that he dropped when he ran from police, the complaint said.
On July 17, at about 10:30 p.m. when police were serving a warrant at Oak Hill Apartments, they saw Marshall through a window of an apartment, according to a criminal complaint.
Police found Marshall hiding in a closet in an apartment, the complaint said.
Marshall was charged with a felony count of flight to avoid apprehension/trial/punishment, as well as misdemeanor counts of false identification to law enforcement officer, possession of a controlled substance, use/possession of drug paraphernalia and a summary count of criminal mischief-damage property.
In connection to his arrest he has been charged with a misdemeanor count of resisting arrest/other law enforcement.
Marshall was arraigned Tuesday before Kirtland and placed in the Venango County Jail after being unable to post bail.
His preliminary hearing is scheduled at 8:30 a.m. on Aug. 5 before Kirtland.
