Government offices
Franklin City Hall – closed Monday.
Oil City’s City Hall – closed Monday.
Venango County Courthouse – closed Monday.
Clarion County Courthouse – closed Monday.
Postal Service
Mail delivery and window service will not be available Monday.
Banks
Area banks closed Monday.
Garbage pickup
Franklin – The city garbage and recycling services will be moved to the following day.
Oil City – The city garbage and recycling services will remain the same.

There will be newspaper delivery Monday. The circulation office will take telephone calls until 10 a.m. All other newspaper offices will be closed Monday.
Libraries
Franklin – closed Monday.
Oil City – closed Monday.
Clarion – closed Monday.

The state driver’s license photo center in Seneca will be closed Monday.
