Former DuBois city manager, employee charged with theft of over $1.5M of city funds

A federal grand jury in Johnstown has issued a superseding indictment against John “Herm” Suplizio, 64, and Roberta Shaffer, 59, both from DuBois, Clearfield County, for conspiracy, federal program fraud, and money laundering. Initially indicted in November 2023, the new indictment extends the timeline of their alleged scheme, involving the theft of over $1.5 million from the city of DuBois between 2008 and 2022. Suplizio, the city manager, and Shaffer, the city secretary, allegedly embezzled funds by opening secret bank accounts and funneling money from waste management and oil companies. The stolen funds were used for personal expenses, including vacations, credit card payments, and large cash withdrawals. Both face up to 10 years in prison and fines of up to $500,000 per charge.
