According to Oil City police, arrests were made of two women following two dispute incidents which began on Elm Street in downtown Oil City and ended at 213 Bissell Avenue on Sunday.
Anna J. Winger, 36, and Bobbi J. Ruddell, 32, both of Oil City were arrested for summary harassment and disorderly conduct stemming from two separate incidents Sunday afternoon.
The first incident occurred on Elm Street where Winger and Ruddell exited a gray Ford Fusion, owned and driven by Ruddell, leaving the doors open and blocking traffic to confront Amanda Geiger as she was waiting to report to work.
Winger began screaming at her and proceeded to strike Geiger. Following the physical altercation, Winger and Ruddell got back into the vehicle and fled the scene, the complaint said.
As officers were on the scene investigating the first incident, they were dispatched to 213 Bissell Avenue, the home of Winger and the second victim, Marco Garcia for a domestic dispute.
Upon arrival officers were met by Garcia who stated that Winger came in and began screaming at him. Ruddell then inserted herself in the dispute, also creaming at Garcia and began to strike and shove him.
This caused Garcia to flee the house and meet with officers outside.
Winger was placed under arrest for disorderly conduct and harassment.
Ruddell was placed under arrest for harassment for the incident involving Garcia.
While being escorted from the scene Ruddell began screaming obscene words, racial slurs and then spat on Garcia. An additional charge of disorderly conduct was filed on Ruddell for her actions before police.
Both actors were detained for a short period while summary charges were prepared. They were then released.
