Seventh suspect charged in drug delivery operation

Another suspect has been charged by Franklin state police in connection with an ongoing drug delivery investigation that has resulted in at least six other arrests.

The latest defendant facing charges has been identified as David Scott Reed, 30, of 121 River St., in Oil City.

A criminal complaint filed by Franklin state police says Reed distributed crystal methamphetamine in Oil City from September 2018 through January with co-defendants James Lee Kopf, Jeffery Scott Feely, Michael Joseph Poch and others.

The complaint says Feely was arrested Jan. 3 and told police Reed was a friend of his and was distributing crystal meth with their organization until he owed Kopf about $2,500 for ounces of crystal meth.

Feely told police he was concerned for Reed’s safety because he overheard a known suspect tell Kopf that “he was going to send a couple goons from the New Jersey-Philadelphia area to take care of him,” the complaint said.

An associate of Reed who lives with him provided a statement Feb. 11 that she witnessed Kopf, Feely and Reed bring meth into her home, the complaint said. They went into the basement to separate the meth to disperse among themselves for distribution, according to the complaint.

Reed was arraigned Thursday afternoon before district judge Andrew Fish on single felony counts of corrupt organization-employee and conspiracy, two felony counts of manufacture, delivery or possession with intent to manufacture or deliver, and two misdemeanor counts of possession of a controlled substance.

He was placed in the Venango County jail, and bail was denied.

A preliminary hearing is scheduled at 8:30 a.m. Wednesday in Central Court.

The six other defendants who have been charged in the delivery operation are Kopf, Feely, Poch, Katharyn Rivers, Henry Beichner and Carrie Ann Lavan, all of Oil City, according to police and court documents.
