Man arrested on drug charges after woman is revived

An Oil City man was arrested Saturday on felony drug charges after Oil City police were sent to an Orange Street residence for a 28-year-old woman who was in cardiac arrest.

Police said the woman regained consciousness after Oil City firefighters administered Narcan to her, and she identified Raymond Toy, 45, as the person who gave her the substance.

A sweep of the surrounding area at the 726 Orange St. residence revealed two needles, a spoon and a measuring cup with a powdery substance in it, according to a criminal complaint.

Toy was arraigned on felony charges of conspiracy and manufacture, delivery or possession with intent to manufacture or deliver a controlled substance, and misdemeanor charges of recklessly endangering another person, tampering with evidence, possession of a controlled substance and use-possession of drug paraphernalia.

Toy was unable to post bail and was confined to the Venango County jail.

A preliminary hearing is scheduled Dec. 12 in Central Court.
