Franklin man arraigned on drug charges

A Franklin man is facing a felony drug charge and several related misdemeanor charges.

A criminal complaint filed by Franklin city police says Dillon James Monks, 24, was charged after an incident at about 11:20 a.m. Tuesday at the Franklin Family Dollar.

Police said they responded to the Grant Street location for a suspected retail theft. The manager told the officers that Monks’ backpack appeared to be more full than it was when he arrived at the store, police said.

Monks opened his backpack at the officer’s request, and officers noticed a baggie inside that appeared to contain drugs and drug paraphernalia, the complaint said.

While there was no evidence of a retail theft, Monks was arrested for the paraphernalia, and police said additional drug paraphernalia was found on his person.

Monks was charged with one felony count of manufacture, delivery or possession with intent to manufacture or deliver a controlled substance, one misdemeanor count of use-possession of drug paraphernalia and two misdemeanor counts of possession of a controlled substance.

He was arraigned before district judge Matthew Kirtland and released on $10,000 unsecured bail.

A preliminary hearing is scheduled for 1:30 p.m. Wednesday in Central Court.
