Former Oil City man receives award for his work with Army

A former Oil City man who has worked for the U.S. Army for about a dozen years has been honored for his achievements.

Todd Daugherty, a 1986 Oil City High School graduate who now lives in Alexandria, Virginia, received the 2019 Secretary of the Army Publication Improvement Award.

The award recognizes military and civilian personnel who have made superior contributions in publications, according to the Army.

Daugherty, who is currently a policy analyst and publications control officer for the Army, developed and implemented a repeatable, streamlined process to ensure that documents move efficiently through a policy development process, the Army said.

In addition, Daugherty authored a policy writing and staffing guide, developed and led policy writing workshops for staff members, and prepared a plan of action template that identified all tasks, task leads and expected timelines for policy proponents.

“I am honored to receive this award,” Daugherty said. “However, the process to publish Army regulations is long and it required a great deal of support so I share this with my team.”

Information prepared to support Daugherty’s nomination for the award said he “is constantly improving the chief information officer/G-6 publication process to ensure the best possible guidance is provided in the least possible time in support of the Secretary of the Army’s Readiness, Reform and Modernization priorities.”

Daugherty’s work led to “promulgation of 18 numbered documents and review of over 750 pages of regulations, instructions and policy,” the Army said.

Daugherty, who also received the Secretary of the Army award in 2015, began working at Army headquarters in 2009, and he has been in his policy analyst-publications control officer position for the past eight years.

He began his employment at the Army as a strategic communications intern. His other titles prior to his current positions have included deputy knowledge management officer, Department of Defense information enterprise strategic plan and roadmap facilitator, Army knowledge leader intern and a strategic communications coordinator.

Daugherty is the son of Patricia Daugherty of Titusville, Mary Ann Caton of Pleasantville and the late William Daugherty. His sister, Jenny Mumford, lives in Oil City.

He is a 1991 graduate of Penn State University, and he received a master’s degree in library science from Clarion University in 2007.

Daugherty was formerly employed in the newsroom at The Derrick and The News-Herald from 1991-2000, and he was also an assistant news editor for a year at the Rockford Register Star in Illinois.

He also worked for his family’s Daugherty Brothers Real Estate business in Venango County for more than seven years.
