7 children removed from OC woman’s home

An Oil City woman was arrested and arraigned Wednesday after her seven children were found to be living in unsanitary conditions in a North Side home.

Oil City police said in a criminal complaint they went to the Washington Avenue house of Shannon Defreese, 26, at about 3:45 p.m. Wednesday due to her residence not being in a suitable condition for her seven children to live there.

Children and Youth Services came and took the children, the youngest of whom are twins who are about 18 months old, due to the condition of the residence, the complaint said.

The complaint also said that about a month before on Aug. 26, police had gone to Defreese’s house in response to a domestic dispute, and the house was condemned at that time by Oil City code enforcement due to it being in an unsuitable condition to live.

Waste and garbage was strewn throughout the house, and items were placed in such as way as to make it impossible to enter or exit the residence, the complaint said.

Defreese’s seven children were removed from the house by CYS at that time due to the condition of the house, the complaint said. On Sept. 4, code enforcement found the house to be in better order and took down the condemned sign, the complaint said.

The children were then allowed to return to the home before they were removed again Wednesday.

Defreese was charged with a felony count of endangering the welfare of children- parent/guardian/other commits offense in connection with Wednesday’s incident.

Her preliminary hearing is scheduled Wednesday in Venango County Central Court.
