2 arrested on warrants for animal cruelty

From staff reports

Two Franklin residents who were wanted on felony warrants for aggravated cruelty to animals were arrested Thursday.

Franklin city police arrested Lindsey Chrispen, 24, and Justin Simpson, 23, at the old Bucholtz trailer court on Route 62 on charges of theft from Hilltop Hardware and operating a vehicle with a stolen license plate.

Police said they verified that the two had previously been charged by Franklin state police for aggravated cruelty to animals causing serious bodily injury or death.

Warrants were served and they were lodged in the Venango County jail with bail set at $10,000.

Preliminary hearings are scheduled Wednesday in Central Court.

After his arraignment, Simpson told police he was very disappointed in them, police said.

While investigating the scene with Simpson and Chrispen, police found Gabriel McCarthy, whom the report identifies as transient, lying down in the back seat of a vehicle.

He was arrested for possession of drug paraphernalia and having outstanding parole warrants in connection with drugs.
